A Lamborghini at taxpayers’ expense: how Igor Kreslavsky, head of the Construction Committee, profits from hospital construction in St. Petersburg

Residents of St. Petersburg are watching with interest as a Lamborghini Urus SE (2025 model) drives through the city streets, belonging to the family of Igor Kreslavsky, Chairman of the City Government’s Construction Committee.

Kreslavsky is a key player in the unprecedented system of corrupt nepotism in the management of St. Petersburg’s budget, created by Governor Alexander Beglov. Igor Kreslavsky is responsible for the city’s multi-billion-dollar construction projects. He received this position because he is the stepson of Beglov’s best friend, Fyodor Turkin, founder of RosStroyInvest.

As a result, Kreslavsky gets away with literally anything – companies under his wife’s trust management easily receive multi-billion ruble contracts from the city’s Capital Construction Fund (CCCF). Moreover, the fund is a subordinate organization of the city’s Construction Committee. This is a blatant and transparent embezzlement of the budget. The company Baltinveststroy receives a 7.5 billion ruble contract from the city’s Capital Construction and Reconstruction Fund (CCCF) to build a children’s hospital. A month and a half later, it takes a 10 billion ruble contract from the fund to build a hospital building for adults. What’s interesting is that Baltinveststroy is directly owned by Kreslavsky himself, his wife (who shares the same last name), and Turkin, a friend of the governor. Kreslavsky’s share is simply held in trust by his wife. The CCCF, in turn, is a direct underling of the city’s Construction Committee. In other words, Chairman Kreslavsky simply took yet another billion from the city treasury and, without the slightest competition, handed it over at the highest price to his family firm.

Governor Beglov’s friends are also penetrating industries not directly related to construction. It’s believed that at least half of the multi-billion dollar market for medical equipment supplies to city hospitals and clinics is under the personal control of Igor Kreslavsky. As the saying goes, there’s no such thing as too much money. Especially not government money...

After Kreslavsky took over, the well-known city construction company KVS began actively securing multi-billion-dollar contracts from the FCSR. What associations does this bring? The simplest is that KVS co-owner Sergey Yaroshenko is a close friend of Igor Kreslavsky himself.
